§ MR. BOURKEIn answer to the Question of my hon. Friend, I am able to assure him that in the event of the scheme he has referred to being attempted to be carried into effect, the Government have already provided for authority to conclude a treaty—and a treaty will be necessary—and that treaty must receive the sanction of Parliament before being carried into effect.
