asked the Under Secretary of State for Foreign. Affairs, Whether it is true that Roumania has called out her reserves and addressed a Memorandum to the Guaranteeing Powers asking, among other things, for the Delta of the Danube?

Mr. BOURKE

In answer to the hon. Baronet I have to state that we know nothing about the united principalities of Moldavia and Wallachia having called out their reserves. We have received absolutely nothing either by telegraph or post. With regard to the second part of the Question, we have no information whatever on the subject, and I know nothing about it except what I have seen in the newspapers.; but I am bound to say we have received a telegram from Constantinople, stating that a Memorandum on the subject has been placed in the hands of Sir Henry Elliot through our Consular Agent at Bucharest. That we have only received by telegraph, so that I cannot say what the contents of the Memorandum are.

Can you say whether the Memorandum was placed in Sir Henry Elliot's hands to be forwarded to Her Majesty's Government or to the Turkish Government?

Mr. BOURKE

All documents of this kind would, as a matter of course, go from our Consular Agent at Bucharest to Sir Henry Elliot for communication to Her Majesty's Government, and would be sent on in the ordinary course of correspondence.
