SIR EARDLEY WILMOT

, in moving for leave to bring in a Bill to amend the law of homicide, said, it was founded on the recommendations contained in the Report of the Royal Commission of 1865, and was drafted in accordance with the statutes now in operation in America, which established first and second degrees of murder, for which specific punishments were awarded, and also for improving the law of infanticide. The hon. and learned Baronet concluded by moving for leave to bring in the Bill.
