asked, Whether the Secretary of State for Foreign Affairs had received any information with reference to an alleged guarantee by the Governments of Austria, Germany, and Russia for the construction of a line of railway between Tiflis to some point on the frontier of Hindostan?


Sir, the Question asked me has nothing to do with that of which my hon. Friend has given me Notice; but I have no difficulty in informing him that we have heard that a concession has been granted to a company to make a short line in the direction of Joulfa on the Persian frontier. As to a railroad through Beloochistan, Her Majesty's Government have no information, and if any of the friends of the hon. Gentleman are thinking of investing in such railway I would strongly advise them not to do so.
