asked the President of the Board of Trade, If any steps have been taken to prohibit the shipment of oils, spirits, and other cargo of an inflammable nature in sailing vessels carrying large numbers of passengers under the Emigration Acts?

Sir, the 29th section of the Passengers Act, 1855, gives power to the Board of Trade both to stop passenger ships if loaded with such shipments dangerous to the health or lives of the passengers or safety of the ship, or if the cargo is not stowed and secured to the satisfaction of the officers of the Board of Trade. It has since the case of the Cospatrick been under the consideration of the Board of Trade whether any general regulations on the subject can be made in the interests of safety compatible with the necessities of the trade.
