I wish, Sir, to ask the Secretary of State for War a Question, of which I have given him private Notice, Whether it is intended, under the Regimental Exchanges Bill, that a field officer permitted to exchange should serve for the remainder of his original term of five years, or for the remainder of the term of the officer with whom he exchanges?

Sir, under the existing system of exchange precisely the same question would arise as under the Regimental Exchanges Bill, should it become law. No alteration whatever is made by the Bill in respect to it; and under the present Royal Warrant and Regulations there is no prohibition on the exchange of field officers. Exchanges in such cases, if sanctioned, would in no way interfere with the original position of either officer as regards the tenure of his appointment as field officer. Each would carry his own liabilities.
