MR. GATHORNE HARDY, in reply, said, he had prepared certain suggestions and estimates, which he intended to lay before Parliament, for the improvement of the condition of non-commissioned officers. Owing to certain unavoidable causes, a greater delay than he anticipated had arisen in bringing the question before the House, and he 252 was quite unable to say when he should be able to proceed in the matter.
