§ MR. HAYTERasked the Secretary of State for War, Whether he will take any steps to secure a proper flow of promotion in those regiments of cavalry and battalions of infantry which are commanded by officers appointed prior to November, 1871, and not subject to the five years rule; and, whether such oases will come under the consideration of the Royal Commission now sitting upon Army Promotion?
MR. GATHORNE HARDY, in reply, said, that the whole question of promotion and retirement in the Army had been referred to the Commission now sitting on the subject; and he thought it would be disrespectful to them if he interfered in the matter before they had made their Report.
