§ SIR CHARLES ADDERLEYSir, the Departmental Committee on the Rule of the Road at Sea are at the conclusion of their work. Their Draft Report is already in my hands. There are, however, men among them eminently answering to the description of the proposed addition to their number as men of first-rate practical experience, and I do not think the addition of collier shipmasters would have added to their authority.
