MR. GATHORNE HARDYAttention has been given to the recommendations of the Inspectors of Yeomanry; but, inasmuch as they would lead to a large excess upon the Vote, if generally applied, it is considered necessary to institute some preliminary inquiries with reference to the proposed standard of efficiency under which alone an increase could be justified.
