§ SIR CHARLES ADDERLEYSir, I have no intention of re-introducing this Session the Bill brought in by my Predecessor last year. It received very little encouragement in this House and was withdrawn, as also a similar Bill three years before. The Bill of last year embodied the views of the Board of Trade on the subject, and those which I entertain myself. As to promising to assist a private Member to carry a similar Bill, I should wish to see the Bill first, before I give any opinion on the subject.
