THE LORD ADVOCATE

, in moving that the Bill be now read a second time, said, it was a measure for enabling Scotch advocates to practise in England, and English barristers to practise in Scotland, without their being required to pay an additional stamp duty. There was an Act at present by which Irish barristers could practise in England, and English barristers in Ireland, and the object of this Bill was to put Scotland in the same position.
