asked the Lord Advocate, Whether the Government are prepared to give facilities for the discussion of the Hypothec (Scotland) Bill now awaiting a Second Reading, or whether they are prepared to introduce any measure dealing with this question?

Sir, as the Question relates to the general business of the House, perhaps I may be allowed to answer it, instead of the Lord Advocate. It is not the intention of the Government this Session to bring in any measure relating to Hypothec in Scotland; and, looking at the state of the Notice Paper at present, I do not see any reasonable prospect of being able to give facilities for the discussion of the Bill now awaiting a second reading.
