MR. ASSHETON CROSSsaid, I should not have risen at this stage of 673 the Bill, if it were not for the purpose of removing a misapprehension respecting something which fell from the hon. Member for Manchester (Sir Thomas Bazley) with regard to the Commissioners who were appointed by the late Government to inquire into this subject. I am glad to be able to state on his part, that in his remarks on the second reading, he had not any intention to cast any personal reflections or imputations upon the two Commissioners.
