§ SIR WILLIAM HARCOURTtook objection to the Bill as imperfect, and as of a nature calculated to involve this country in wars with uncivilized Powers. The object of the Bill, as he understood it, was to exercise jurisdiction over persons who were not subjects of Her Majesty, and who were not subjects of any civilized Power.
§ MR. J. LOWTHERsaid, he was willing to leave out the words referred to.
