§ MR. BOURKESir, the Report of the Select Committee upon Consular Chaplaincies has only been received within the last few days. The recommendations of the Committee are under 970 the consideration of the Secretary of State. No decision has as yet been arrived at with regard to the main recommendation of the Committee; and I would remind my noble Friend that the consent of the Treasury will be necessary before effect can be given to the decision of the Secretary of State.
