, in reply, said, it was the fact that Homo Officers of the rank mentioned by the hon. and gallant Member did not receive the pay of their rank. The Secretary of State for India was, he might add, aware of the circumstances at the time of the passing of the Act, and had been so since. In consequence, however, of the short Notice he had of the hon. and gallant Gentleman's Question, he had not been able to communicate with his noble Friend at the head of the Indian Department, to ascertain from him what was the state of things at the present moment.
