In reply to Mr. MACARTNEY,

SIR HENRY JAMES

said, it was not his intention to proceed further with the Bill this Session. The Bill had been reported in a shape which, he hoped, would receive at a future time the approval of the House; but the state of the Public Business rendered it impossible to carry the measure into Law this Session. Next Session, however, he would endeavour to get it passed. He would move now that the Order for re-committing the Bill be discharged.
