asked whether the Bill was to extend to Scotland? The whole tenor of the measure seemed to show that it was intended exclusively for England, and he thought there should be an express exclusion of Scotland from the Bill.

MR. SCLATEE-BOOTH

said, he would take care that the matter should be considered, if necessary, in "another place."
