DISRAELISir, Her Majesty's Government have offered to send a delegate to the Congress at Brussels if we receive satisfactory assurances on various points which have been communicated to the Russian Government. With regard to the conditions to which I refer, and to which also the hon. and learned Gentleman refers, and other details, I think it would not be convenient at this moment, and that it would lead to misapprehension, if I were to enter into any explanation. The Papers will be laid almost immediately on the Table of the House, and will give full information on this subject. I shall be disappointed if they are not laid on the Table during the present week.
