, in moving that the Order for the Second Reading of the Bill be deferred till Friday, 12th June, said, he took that step because an important Report of the Judicature Commission, referring to the subject of Tribunals of Commerce, had only yesterday been published, and there had been no time for its consideration by the Chambers of Commerce in the country. Moreover, an Appendix to the same Report had not yet been printed, no trusted that Government, after giving the matter full consideration, would feel warranted in carrying out the reform which the proposals of the Commission foreshadowed.

said, he thought the course pursued by the hon. Member was very proper. He wished to explain that the Appendix alluded to was not at present in such a state that it could be presented to the House; it would, however, be published the moment it was ready. Meanwhile, it had been thought desirable to print the Report separately in order that no time might be lost in placing the House in possession of it. He would take care that it received that consideration which the opinions of so important a Commission deserved.
