Member himself has given Notice of his intention to introduce a Bill for the purposes to which he refers, and, as the question has not yet been considered by the Government, and is full of difficulty, I should like, on the part of the Government, to have an opportunity of making myself acquainted with the provisions of the Bill so to be introduced by the hon. Member, on a subject to which he has devoted so much attention, before deciding whether I myself will bring in a Bill on the subject.
