MR. CHARLEY

, in moving that the Bill be now road the second time, said, that the object of this Bill was to throw the protection of the Legislature round young girls, and to save them from crime the principle of the measure had been unanimously agreed to by the Royal Commission of 1866, and it had received the assent of the House on two former occasions.

Motion made, and Question proposed, "That the Bill be now read a second time."—(Mr. Charley.)

SIR HENRY SELWIN-IBBETSON

believed that his right hon. Friend the Home Secretary would not oppose the second reading, but would, in Committee, move the insertion of certain clauses.
