§ MR. KNATCHBULL-HUGESSENin reply, said, that at the time of the issue of the Order of 1871, forbidding the further licence of gambling-houses, there were none in any of our dominions except at Hong Kong and Heligoland, and since that date permission had been withdrawn in both instances.
