in moving— That an humble Address be presented to Her Majesty, praying that She will be graciously pleased to withhold her assent to the scheme of the Endowed Schools Commissioners for the management of the Barking Charity Schools. said, he objected to that portion of the scheme which proposed that exhibitions should be given to the school in lieu of the provision for a certain number of free boys.

said, the scheme had been proposed by the Commissioners at the instigation of the trustees and the locality, and he could not assent to the address of the hon. Member. As regarded, however, the scale of fees, the Commissioners would be willing to re-consider that matter, though he must add that the scale had been adopted after full consideration.
