CARDWELLSir, the question can only arise in the case of the more highly-paid services—that is, other than the infantry of the Line—and almost exclusively in the case of re-engaged men It has always been intended, in preparing the Royal Warrant, to make special arrangements in such cases, by which neither non-commissioned officer nor soldier shall incur any pecuniary loss.
