asked the Secretary of State for War, If the War Office object to the First Captains of the Royal Marine Artillery having the same rank as the late First Captains of the Royal Regiment of Artillery; and, if so, if he would explain to the House for what reasons they object?

MR. CARDWELL

Sir, a proposal was made to the War Office on the subject of the promotion of a portion of the captains of the Royal Marines generally to the brevet rank of major; in reply to which it was pointed out to what extent that particular proposal would have affected officers in the Army of the same standing, and an arrangement was effected, which it was hoped was satisfactory to both Services. No special reference has been made with regard to first captains of the Royal Marine Artillery.
