§ MR. CARDWELLSir, the Royal Commission on Military Education re- 1000 commended that the inspection of musketry in the various military districts should be intrusted to officers on the Adjutant General's Staff in the respective districts. This recommendation has been carried into effect, and, like other Staff officers of their rank, the officers discharging this duty are no longer supernumerary.
