§ MR. CARDWELLSir, the subject, which is one of much detail, has undergone careful consideration in the De 1089 partment; but I have not yet been able so far to consider it as to submit the result to the Treasury, which is a necessary preliminary to the submission of any modifications of the Warrant for the sanction of the Queen. No time shall be lost in taking the necessary steps, and an answer shall be returned without any unnecessary delay.
