§ MR. CARDWELLSir, the formation of the battalions has been proceeding gradually, as the additional officers have been obtained from Woolwich. Eighty officers have already been added 662 to the corps; the captains were gazetted last year, and the majors are now about to be gazetted. The higher ranks will be gazetted as soon as the 16 officers still wanting to complete the number are supplied.
