asked Mr. Attorney General, Whether the alterations in the pay of the Honorary Colonels recently appointed to Cavalry regiments under the Royal Warrant of 27th December, 1870, is legal, no Royal Warrant having since been issued authorizing the change?

THE ATTORNEY GENERAL,

in reply, said, that the Question did not supply him with sufficient materials for forming a judgment upon the point. But even if all the facts were before him he doubted whether it would be his duty to answer the Question, because it was one upon which the opinion of the Law Officers might be taken by the Government, and it was to the Government that their answer should be given.
