asked the Under Secretary of State for Foreign Affairs, with regard to the Central Asian question, Whether it is the intention of Her Majesty's Government to call upon the Russian Government to define a line beyond which they will not make a permanent advance towards the intermediate zone, or whether Her Majesty's Government recognize all the territory on the right bank of the Oxus as available for Russian annexation?

Her Majesty's Government do not intend to make any such demand upon the Russian Government, nor can they undertake mow to recognize, as available for annexation by a foreign State, territory which has not been annexed by such State. It would be clearly inconvenient and injudicious to lay down a course to be pursued in hypothetical cases.
