MR. BECKETT-DENISONsaid, before the Bill was read the third time, he wished to make one remark by way of protest on a growing evil—namely, the way in which important Bills were hurried through every stage of their progress at the end of the Session, without hon. Members being made aware of what was to come under discussion. This was a matter which deserved the serious attention of those who had the conduct of legislation.
