asked the Under Secretary of State for Foreign Affairs, Whether he has received information that the Portuguese Government on the 18th March passed a decree, to come into force in a few days thereafter, adding one per cent ad valorem to the existing general tariff on all imports and a half per cent on all exports; but that the Countries having special Treaties with Portugal, such as France and Germany, with differential tariffs, are exempted?
