Sir, Mr. Van Bosse has been appointed "to act as arbitrator," in accordance with Article 3 of the Protocol appended to the New Commercial Treaty, "in regard to any points in connection with the questions of existing contracts, and relating to British mineral oils, and the duties to be levied upon them," on which the Commissioners now sitting at Paris shall not have been able to agree.
