asked the Vice President of the Council a Question, of which he had given him private Notice—Whether teachers who were examined at training colleges in Scotland since the Education (Scotland) Act came into operation, and who have successfully passed such examinations, are to be considered as the holders of certificates of competency in terms of the 56th section of that Act?
