MR. GRANT DUFFIn reply, Sir, to my hon. Friend, I regret to say that I have no means of answering his Questions categorically. The acting Viceroy has, however, sent Mr. Campbell, a very experienced judicial officer, to the Andaman Islands to make a full inquiry into their state, and when we receive his report we shall, no doubt, be in a position to state which are true and which are false of the many rumours current.
