asked the Secretary of State for War, Whether it is intended that the officers of the regular Army shall be wholly or for the most part persons connected with the districts in which their regiments are localized?

MR. CARDWELL

, in reply, said, he thought it was very likely that those officers who entered the Army through the Militia would prefer to be commissioned in regiments connected with their own districts; but as to those appointments which were open to competition, there would of course be nothing of the kind.
