Order for Second Reading read.

MR. NEWDEGATE

I beg to give Notice that I shall fix the second reading for the Morning Sitting on Friday, the 5th of July, because I desire the House to divide on the question, whether a Member not connected with the Government has not the right of precedence at Morning Sittings?

Motion made, and Question proposed, "That the Bill be read a second time upon Friday 5th July, at Two of the clock."—(Mr. Newdegate.)

The hon. Gentleman is, doubtless, aware that putting down his Bill for the Morning Sitting on Friday is contrary to what has been understood to be the Rule of the House.

MR. NEWDEGATE

The question has never been decided, and I wish to raise it. I have communicated on the subject with the Speaker.

MR. SPEAKER

The House has decided that there shall be a Morning Sitting next Friday; but no decision has yet been arrived at as to whether there shall be a Morning Sitting on Friday week.

MR. NEWDEGATE

I will retain my Notice, because it seems to me that the House will have to rescind its next Resolution if there is no Morning Sitting on Friday week.

MR. SPEAKER

To proceed with opposed Business at this hour is against the Rules of the House. The Bill will stand over till to-morrow.

And it being after a quarter of an hour before Six of the clock, the Debate stood adjourned till To-morrow.
