rose to move— That when any Bill shall be brought from the House of Lords the Questions 'That this Bill be now read a first time,' and 'That this Bill be printed,' shall be put by Mr. Speaker as soon as conveniently may be, and shall be decided without Amendment or Debate, and when any such Bill shall have remained upon the Table for twelve sitting days without any honourable Member proposing a day for the Second Reading thereof, such Bill shall not be proceeded with in the same Session.
