§ Order for Second Reading read.
MR. LOPES, in moving that the Bill be now read a second time, said, that its object was simply to remove anomalies in reference to rating this kind of property.
§ Motion made, and Question proposed, "That the Bill be now read a second time.—(Mr. Lopes.)
§ MR. ST. AUBYNsaid, he agreed with the principle of the Bill, though he thought that some Amendments would be necessary. One matter, however, which would require consideration was that the Bill would interfere with existing leases.
§ LORD G. CAVENDISHsaid, on the contrary, he thought that the Bill contained a new principle, and he doubted the propriety of reading it a second time without further discussion. He also thought that the Government should express their opinion upon the matter, and possibly the subject had better be dealt with when the general question of local taxation was considered.
MR. BRUCEsaid, that, at that hour, there was no time then to discuss the Bill; but he would at once say he had no objection to the second reading.
§ And it being a quarter of an hour before Six of the clock, the debate stood adjourned till To-morrow.
