§ VISCOUNT ENFIELDSir, the French Government enforced again last year a regulation of some years' standing requiring all vessels entering a French port to be provided with a clean bill of health. But in consequence of representations respecting the inconvenience thereby occasioned to the regular mail and passenger steamers, it was relaxed in their favour, but not in the case of other sailing craft.
