asked the Secretary of State for War, Whether he has considered that the Volunteers stand upon a different footing from the Regular Army in the time at their disposal for shooting, and that before the issue of the War Office Circular dated May 1872, Volunteer Adjutants were able, with good results, to exercise a discretion in the matter; and whether he will reconsider Clause 34, Section 9, of the above-named Circular, in order, if possible, to insert the words "as far as practicable" after the word "Army" in the third line?

Sir, no alteration has been made in the discretion exercised by adjutants as to fixing the time of shooting, and therefore it will be unnecessary to alter the Circular. As regards the second Question, I have referred it to the Commandant of the School of Musketry at Hithe.
