§ MR. J. G. TALBOTsaid, the Amendments which had been introduced into 1979 the Bill in the House of Lords were unobjectionable; but that according to the forms of that House they could not be agreed to. He therefore proposed that the Order be discharged, with the view to the introduction of a new Bill with the same object.
