§ MR. CHICHESTER FORTESCUE, in reply, said, that the Government had not yet been able to pursue their inquiry into the subject to such a point as to enable him to make any statement to the House upon the subject. It was, however, being thoroughly considered, and he hoped that before the Session concluded, the Government might be able to submit a proposal on the subject to the House.
