§ MR. W. E. FORSTERsaid, in reply, that in the Elementary Education Act power was given to the Education Department to issue regulations for the election of school boards, but that power ceased on the 1st of September last year. It would be his duty to bring forward a Bill regulating the elections for school boards, and it was his intention that they should be conducted by Ballot.
