§ MR. CARDWELLSir, objection has been taken to the conduct of recruiting at publichouses, and the officers employed have been asked for their opinion as to the substitution of registry offices. I am informed that they are all opposed to any change at present, and repeat that no intoxication results from the present mode of raising recruits.
