§ LORD EUSTACE CECILasked the Secretary of State for War, Whether, in reference to his statement that "the employment of a number of Officers of the Regular Army in the Reserve Forces will give a great stimulus to promotion and act in lieu of retirement," he will assure the House that such employment is intended to be optional, and not forced upon the Officers employed?
§ MR. CARDWELLSir, I have no difficulty in saying that the arrangements I had in my mind were likely to be acceptable and desired; but I am not prepared to assure the House that any duty will not be enforced which may be legitimately imposed upon any soldier.
