asked the Secretary of State for War, Whether, in reference to his statement that "the employment of a number of Officers of the Regular Army in the Reserve Forces will give a great stimulus to promotion and act in lieu of retirement," he will assure the House that such employment is intended to be optional, and not forced upon the Officers employed?

Sir, I have no difficulty in saying that the arrangements I had in my mind were likely to be acceptable and desired; but I am not prepared to assure the House that any duty will not be enforced which may be legitimately imposed upon any soldier.
