THE MARQUESS OF HARTINGTONsaid, a measure for the amendment of the law relating to the management and supervision of these prisons was in preparation, and was ready to be introduced almost at any time. He was extremely anxious to proceed with it; but in the present state of public business he was 1930 quite unable to say when he should be able to proceed with it with any reasonable prospect of passing it.
