§ MR. W. E. FORSTERreplied that the New Code with reference to elementary education which had been placed on the Table would not come into operation for one month, to give an opportunity to either House of Parliament to move an Address on the subject. With respect to any further alterations, the Government would not undertake to make them unless they were the result of a very decided expression of the will of the House, as that would delay the whole operation of the Act.
