HC Deb 23 March 1871 vol 205 c463
MR. LIDDELL

asked what form of discussion will be adopted with regard to the Revised Code; and, whether the same opportunity will be afforded to Members for discussing the proposed Amendments to the Code as was afforded in the case of other legislation?

MR. W. E. FORSTER

replied that the New Code with reference to elementary education which had been placed on the Table would not come into operation for one month, to give an opportunity to either House of Parliament to move an Address on the subject. With respect to any further alterations, the Government would not undertake to make them unless they were the result of a very decided expression of the will of the House, as that would delay the whole operation of the Act.
